Please do your part in helping us keep our neighborhood clean! Residents are expected to maintain your property in a clean and sanitary manner at all times, by removing trash and debris from the front and rear of your home, including curbsides and alleyways. Remember to dispose of all waste properly by using trash receptacles with tight-fitting lids.
All housing complaints for unsanitary conditions should be reported to 311.
The Loch Raven Improvement Association, Inc. is fully committed to maintaining robust property values and an overall positive appearance in our neighborhood. As such, the LRIA implements periodic, community-wide housing inspections to ensure that housing standards are consistent with Department of Housing and Community Development (DHCD), Code Enforcement Division guidelines.
Be advised that pop-up inspections can occur at anytime! Please keep your property inspection-ready!

While there have been several contentious conversations relating to this topic, please be advised that it is each resident’s responsibility to remove your trash can(s) and/or recycling can(s) from the alley or public right-of-way within 24 hours after trash/recycling collection.
Interpretations of whether cans are blocking the alley or not blocking the alley, etc., are too many to entertain. Simply stated, if your cans are not removed from the alleyway after the designated timeframe, property owners may receive a violation notice or citation for failure to adhere to the Code.
Please know that ANY resident, at ANY time, may exercise his/her right to notify 311 Code Enforcement for non-compliance in this matter.

Please be advised that if the rear of your property borders an alley (as defined in Baltimore City Zoning Code § 1-302(1) {"Alley"} ), an address marker must be affixed or otherwise placed at the rear of the property so that the number is plainly visible and legible in daytime from a point located 4 feet above the grade of the alley.
The LRIA is requesting all residents in the Loch Raven neighborhood to comply with this mandate in order to assist emergency responders and utility service providers during critical situations.

Residents are reminded to please be considerate of your neighbors and refrain from disturbing the peace. Everyone has a right to the reasonable and peaceful enjoyment of their homes, and with everyone's cooperation, we all can enjoy the great outdoors without offending or being offended.
For those selfish few who will ultimately test your patience, please call 911 to report incidences of rude and discourteous behavior, and loud vehicle and home audio disturbances.

Please call 311 to report illegally parked vehicles. This includes inoperable vehicles, derelict vehicles without tags, vehicles parked on grass, vehicles blocking the alley, vehicles parked against the flow of traffic, vehicles parked over 48 hours without moving, double-parked vehicles, and commercial vehicles parked in a residential neighborhood.

ASSISTANCE NEEDED!!! Dirt bike nuisances will NOT be tolerated in the Loch Raven neighborhood. If you have information on operators, addresses or locations where dirt bikes are being stored, etc., please call 911, or text a tip, picture, or leave a voicemail to 443-902-4474.

Dirt Bikes are defined as any motorcycle or similar vehicle designed for use on rough surfaces such as dirt roads or trails that are not registered under the Maryland Vehicle Law. Examples of dirt bikes include minibikes and all-terrain vehicles (ATV) either of the three or four wheel variety. No person may drive or ride any dirt bike or other unregistered motorcycle or similar vehicle on any public or private property that is located within the city of Baltimore. In addition, no person may possess any dirt bike or any unregistered motorcycle within the city of Baltimore. No service station or any other person may sell or dispense motor fuel for delivery into any dirt bike or unregistered vehicle. Any person who violates this ordinance within the city of Baltimore is subject to a fine of not more than $1,000 for each offense or imprisonment for not more than 90 days.

Recent news and social media posts indicate that there is a noticeable increase in rat sightings in northeast Baltimore City.
It is of highest priority that all Loch Raven residents maintain a level of cleanliness on and around your property! To help deter the presence of these pests, please remove all trash and litter, food, yard debris, bulk trash, tires and auto parts, and animal waste from your residence AND DISPOSE OF PROPERLY!
It is also advised that you remove any overgrown grass, weeds, and shrubbery that could introduce hiding spaces for rodents, and fill holes, cracks, and gaps in your foundation.
We ask residents to visually monitor the block in which you live, and call 311 to report ALL sanitary conditions that could attract rats.

LRIA residents are reminded that the use of fireworks in Baltimore City is illegal. Residents should call 911 to report the address and/or individuals involved in this nuisance behavior. For incidents occurring on city school property, please call Baltimore City School Police at 410-396-8590.
The LRIA has requested full enforcement on the illegal use of fireworks in our neighborhood. Penalties for illegal use? $250 per firework.

'Tis the season for illegal signs to begin popping up in and around the community, many of which are advertisements for a company claiming to buy houses. This, and other solicitations for personal or business services, are very common nuisances that visually destroy the beauty and integrity of a neighborhood.
Please know that it is illegal to place any type of sign, advertising or political, on the city's right of way and that penalties can be as high as $500 per sign to any company or person caught placing them around the city.
If you see an illegal sign in our Loch Raven neighborhood, you are asked to report it to 311.

Used properly, these devices can serve as great recreational vehicles for kids. However, the use of these rims can also become a major neighborhood nuisance by attracting unwanted noise, trash, and excessive congregation, particularly in the late evening hours. Please be mindful of the impact of such activity on your neighbors and know that these rims are NOT permitted in any alley or public right-of-way.

If a dog is continuously barking, it is effectively a public nuisance. Please call Animal Control at 311 and, upon investigation, a citation may be issued to the dog owner. Animal owners are also responsible for picking up animal waste immediately. Complaints about accumulations of animal waste can also be directed to Animal Control. Also, aggressive animals must be restrained by appropriate fencing, as approved by the Baltimore City Zoning Department, to ensure public safety.
