The Loch Raven Improvement Association (LRIA) neighborhood is a great place to live!
Good will, common courtesy, and integrity – it’s all right here. We want you to have every confidence in our neighborhood’s future and similarly, we want to have confidence in you.
When neighbors are confident in the future of their neighborhoods,
they maintain their properties at the highest acceptable levels, conduct themselves in respectful behavior, and become engaged in the neighborhood by attending meetings, participating in neighborhood activities, and joining community membership.
Rest assured, Loch Raven is active in meeting these demands for the benefit of our residents,
and in maintaining a neighborhood which is safe, clean, and strong.

acquainted to our Loch Raven neighborhood.

As part of the ongoing effort to keep our neighborhoods and waterways cleaner and healthier, Baltimore City has provided a Municipal Trash Can to every residential address receiving trash collection by the City. These durable, wheeled trash cans are equipped with attached, tight-fitting lids that have proven effective in keeping streets and alleys clean, and in deterring rodents. Municipal Trash Cans are the property of the City of Baltimore. The trash cans are assigned to specific residential addresses and are not transferable to another location or address.

Baltimore City DPW remains committed to bringing equitable recycling options to Baltimore households. The new 65-gallon carts have wheels for easy movement and lids to secure recycling. There is no limit on how much recycling residents can put out on their bi-weekly collections. In addition to the City-issued recycling cart, you can use any container you want: paper bags or cardboard boxes – you can even use a trash can (just mark it “recycling”). There is only one rule: Do not place recycling materials into plastic bags!

One day per month, residents may place up to three "bulk" items out for collection. All citizens have to do is call 311 and tell us your address and what items are to be conveyed.
Bulk items are furniture, appliances, and up to 4 tires with the rims removed. All items must be clearly marked "bulk collection," and placed at the same location as regular trash pickup. Residents with a rear pickup should leave items at the end of the yard and leave the gate unlocked.

Inoperable and derelict vehicles are those which are not properly registered or tagged, or are incapable of being moved. These vehicles may not be stored on any public right-of-way or on your property unless they are fully-screened from public view.
A dog that continuously barks is effectively a public nuisance, and should reported to Animal Control. Pet owners are responsible for maintaining an environment that is free from feces and pet waste accumulation. All dogs must be leashed while in public and aggressive animals must be restrained by appropriate fencing, as approved by the Baltimore City Zoning Department, to ensure public safety.
It is unlawful to play basketball, football, or any other ball sport in, on, or about any public street, alley, lane, or other thoroughfare in Baltimore City. Please limit these activities to appropriate recreational facilities.
Daytime – No minor under the age of 16 may remain in or about any public place between the hours of 9am and 2:30pm on any day during which the minor is required to be in school.
Nighttime – No minor under the age of 16 may remain in or about any public place between the hours of 11pm and 6am weekdays, or 12:00 midnight and 6am weekends, without appropriate parental supervision.
If you are involved in the manufacturing, distribution, storage, transport, drive-by exchange, or use of illegal substances, please be fully advised that the LRIA will report all illegal activities to the Northeast District Narcotics Unit at 410-396-2444 and to the Drug Hotline.
Persistent and chronic noise disturbances, to include cursing and loud personal interactions, loud music emanating from a residence or vehicle, and street racing and/or stunt driving, can be considered a public nuisance and may require interdiction by the Northeast Police Department or Baltimore Housing and Community Development investigators. Progressive instances of undue and unnecessary noise infractions may result in citations ranging from $500 to $1000 and referral for initiation of legal proceedings.
Property owners are responsible for maintaining their residence in a structurally sound condition and must make any repairs accordingly. Broken windows, doors, gutters, roofing, porches, decks, framework etc. are all common violations of the Baltimore City housing code. Walkways and driveways must also be structurally sound and level to prevent trips, slips and falls.
